The website operated by the Taiwan Institute for Governance and Communication Research (hereafter “we”, “us”, or “TIGCR”) provides all services according to these terms. By completing your registration or accessing the services, you acknowledge that you have read, understood and agreed to be bound by all terms hereunder. If you disagree with any part of the terms, or if you are not authorized to enter into all or part of the agreement in your country/region, then you should immediately stop using the services. Besides, when you use any specific functions of the services, you may need to comply with the service terms and conditions or applicable regulations published by us following the nature of such specific functions. Such published service terms and conditions or applicable regulations are integral parts of the terms of service. We reserve the right to change or revise any provision of the terms of service at any time and to make an announcement on our webpages. We suggest that you pay due attention to such changes at any time. If you continue to use the services after any amendment or revision of the terms of service, you shall be deemed to have read, understood and agreed to accept such changes or corrections.

If you are a minor under the age of 20 in your country/region, your parent (or guardian) shall also have read, understood and agreed to all provisions of the terms and their subsequent changes and revisions before you can access the services. Your using the services suggests that your parents or guardians have read, understood and agreed to accept all provisions of the terms of service and their subsequent changes and revisions.

Privacy Protection Policy
TIGCR values the protection of your privacy. Your member registration and other personal data are protected and governed by our terms for “Privacy Protection Policy.” You understand that, when you use the services, you agree that we will collect and utilize your data following the “Privacy Protection Policy,” including online activities, online surveys, and some others.

General Provisions
The terms of service constitute the entire agreement between you and TIGCR concerning your use of the services and replace any prior agreement between you and TIGCR about the services. Unless otherwise provided by law, the interpretation and application of the terms of service, as well as any dispute that is related to the terms, shall be subject to the laws of the Republic of China and the Taiwan Taipei District Court shall be the first-instance court of jurisdiction.

The non-exercise or non-enforcement of any right or provision of the terms of service by TIGCR does not constitute any waiver of such right or provision. If any provision of the terms of service is deemed invalid by any court of jurisdiction, the parties still agree that the court shall make its best efforts to achieve the effect of the real intention of the parties expressed in such provision and that the other provisions of the terms of service shall remain fully valid.

Your Registration Obligation and Member Account, Passcode, and Security
To be able to use the services, you agree and promise to the following:

To provide correct, and complete information of yourself as prompted by the service registration form. Also, to maintain and update your data and ensure that such information is accurate, up-to-date, and complete.
If you provide any incomplete, mistaken, or false information, TIGCR has the right to suspend or terminate your account and deny all or part of your use of the services.

After finishing the registration procedure for the services, you will receive an account number and passcode. You agree and promise to the following:

This account number is not transferable.
You are responsible for maintaining the confidentiality and security of the account number and passcode.
You will immediately notify us if your passcode or account number is stolen or has any other security issue.

User Regulations and Obligation
In addition to complying with the provisions of the terms, you agree to comply with applicable laws of the Republic of China and all other related terms of the service, and guarantee not to take any action in any manner, that: If you are a user outside the Republic of China, you also agree to comply with the laws of the country /region where you locate. You acknowledge and guarantee not to use the services to engage in any act that infringes upon any person’s interest or contradicts laws.

Fraudulent use of other person’s name in the use of the services;
Infringing upon any person’s reputation, privacy, copyrights, intellectual property rights, or other rights;
Uploading, posting, or publishing of any false, defamatory, insulting, threatening, attacking, obscene, or incriminating information, illegal texts, images, or any files;
Violating any confidentiality obligation in accordance with laws or contracts;
Uploading, posting, or dissemination of any data that contains computer viruses or any program code that causes interruption, damage or function restriction on computer software and hardware;
Engaging in sales of firearms, narcotics, restricted drugs, pirated versions of software, other contraband, or any illegal transaction;
Interfering with any information, activity, or function provided by the services; intruding any system of the services in any manner; engaging in any illegal behavior via the services;
Collecting other person’s e-mail address and other personal data without consent;
Other conduct deemed inappropriate by TIGCR with justification.

Your contribution is not specific confidential or proprietary information, and without Infringing upon any person’s reputation, privacy, copyright, intellectual property right, or other rights;
We do not have any express or implied confidentiality responsibility concerning the contribution;
We may already have similar ideas or proposals;
We have the right to use (or choose not to use) the contribution for public interest or for advertising and promoting the services, in any manner and on any media;
The contribution will automatically become TIGCR’s property without any liability from us to you. Under no circumstances shall you be entitled to any claim against us for any compensation or indemnification of any form.

If you breach any express provision or the spirit of the terms of service as determined by TIGCR. We may, with or without notice, terminate or restrict your use of the services or any part thereof at any time, and we may also remove and delete any related “Member Contents” in the services. You agree that, if the use of the services is terminated or restricted, TIGCR shall not have any liability to you or any third party.

Not for Commercial Uses
You agree and promise not to use or access the services or any part of it (including but not limited to: member contents, website contents, software, member account, and some others) to engage in any action for the commercial purpose.

Authorization from the User
If you do not have the legal right to grant any person a license to use, revise, issue, distribute, reproduce, or publicly demonstrate any data and to give any further consent to a third party, please do not upload, key in or provide such data to the services. In uploading, keying in or submitting any data to the services, you or your licensor remain the right holder of such data. However, once the data is uploaded, keyed in or provided to the services, it means that you grant a license to TIGCR to use, revise, issue, distribute, reproduce, and publicly demonstrate such data for public interest or for the purpose of advertising and promoting the services and to grant a further license such rights to another person within such scope. You also guarantee that the use, revision, issuance, distribution, reproduction, public demonstration, or further license of such data by TIGCR shall not infringe upon any third party’s intellectual property rights. Otherwise, you shall be liable for compensating TIGCR.

System Interruption or Breakdown
The services may be interrupted or breakdown from time to time, which may cause inconvenience in your use, loss of data, error or other loss. It would help if you undertook precautions when you use the services. We will not be liable for compensating any damage caused by your use (or inability to use) the services.

Links to Third-Party Websites and Contents provided by Third Party
The services may contain links to other websites of other departments or institutions (hereafter “third party”). Websites managed by third parties are under their responsibilities and are beyond TIGCR’s control and scope of liability. We do not guarantee the effectiveness, correctness, or completeness of any search result or external link. You may search or be directed to certain websites that are unsuitable or unnecessary to you. When such circumstances occur, we suggest that you do not view such websites and leave as soon as possible. You also agree that we shall not be liable for compensating any damage incurred from any link to any non-TIGCR website. The services will cooperate with third parties such as other departments or institutions (hereafter “Content Providers”) at any time for such content providers to provide different contents such as decrees, news, messages, activities, or other different materials to be published on the services. In issuing such contents, we will identify the content providers. Out of respect for the intellectual property right of such content providers, we will not perform a substantial review on, nor revise any contents provided, nor shall we be liable for the correctness and veracity of any such contents. It would be best if you made your judgment about the accuracy and authenticity of such contents. If you believe that specific contents are inappropriate, infringing or false, please reflect your opinions to the content providers.

Modifications to the Services and Notice
You agree that we reserve the right to modify, suspend or terminate the services (or any part) without notice at any time. We may communicate legal or other relevant regulatory notices, including those regarding changes to the terms of service, using but not limited to the following channels: postings on the webpages of the services, email, or other reasonable means now known or hereafter developed. Such notices may not be received if you violate these terms of service by accessing our services in an unauthorized manner, or provide any incorrect or out-of-date information in the process of the registration. If you access the services in an authorized way and agree to the terms of service, you agree that all notices given by TIGCR to you shall be deemed delivered.

Protection of Intellectual Property Rights
Regarding the programs, software and all contents on the site of the platform, including but not limited to information, data, pictures, files, the structure of the website, design of the webpages and member content, other right holders and we own the intellectual property rights, including but not limited to patent rights, copyrights and special proprietary technology, and some others. No one can revise, reproduce, distribute, publish, publicly present the platform contents, nor can the contents be subjected to reverse engineering or reverse translation. If you wish to cite or republish the mentioned contents, you need to receive written consent of us or other rights holders. In case of any violation, you shall be liable for compensating.

Infringement of intellectual property rights or copyrights
TIGCR respects other people’s intellectual property rights and requires that our users also respect other people’s intellectual property rights. We have the right to terminate or suspend user account if an infringement is identified. If you believe your copyrights or intellectual property rights are infringed, please provide the following information to us:

Your accurate personal data and contact information. You agree that when there is an objection, your data will be provided to the infringer.
Evidence that you can legally represent the copyright or intellectual property right owner.
The copyright or intellectual property right violated content and the description of the violated work.
A statement that based on good faith, you believe the use of the content has not been legally authorized or permitted by law.
A statement that all information mentioned in your notices is correct.
